Whose Safety

Women of color, both immigrant and U.S.-born, have been increasingly affected by the dramatic expansion of law enforcement in the United States — an expansion that has resulted in widespread and persistent violations of civil, constitutional, and human rights. Both in absolute numbers and as a percentage, women are increasing substantially among populations of prisoners, arrestees, border crossers, undocumented workers, and detainees.
