The Language Access Project (LAP) created a survey for residents of the City of Newark to determine if there was a need for a policy ensuring Limited English Proficient immigrants can access to City services and information. This report is the result of three years of work by IRP and student fellows from Rutgers Law School. Survey respondents indicated problems accessing specific public services, from medical to transportation, etc.
LAP policy recommendations are based upon the survey findings. These included building upon the 'Fair and Welcoming Policy' the City of Newark has already extablished as well as increasing multi-lingual signs and training.
