Hello,

Dear Ladies and gentlemen!

With feeling of sincere pleasure I welcome participants of Conference!

Let me express deep gratitude to organizers for the invitation to participate in such a significant international Forum!

The antinuclear movement "Nevada-Semipalatinsk" was created in February, 1998 as the initiative of citizens injured from nuclear tests for Semipalatinsk nuclear range. It has been headed by the well-known Kazakhstan poet and writer, the President of the Union of Writers of Kazakhstan, Olzhas Omarbekovich Suleimenov. Now this world famous international movement whose strategic purpose is indefatigable struggle for the end of nuclear tests all over the world; and legal, social and medical protection of citizens injured of nuclear test and technologies. For these years the Movement has wide-scale actions such as the international conferences, international marches, and other public antinuclear actions on antinuclear movement. It has lead three congresses. From October, 19 till October to 21 this year, it will lead in Almaty, the fourth International Congress to protection of a world's population against nuclear tests.

In our activities we are closely connected to such international organizations as "GENSUIKYO," "Green Peace," "Doctors of the world for the denuclearized world," the World organization of public health services, and others.

Work on preparation of Bill Republic of Kazakhstan "About social protection of the citizens injured owing to nuclear tests on Semipalatinsk range" is under way. It calls for the Project of the Program of rehabilitation of the population and recultivation the grounds of the test range.

But to us, citizens of Semipalatinsk, the "International law on protection of the injured from radiation is necessary. For this purpose, it is required to restore validity: Semipalatinsk and Kurchatov are in a zone of the maximal radiating risk, therefore rehabilitation of health and social protection is needed not only for surviving sick people of the first generation, but also for all subsequent generations born to injured parents:

  1. Free-of-charge health services for rehabilitation.
  2. Free-of-charge sanatorium treatment.
  3. Free-of-charge school education.
  4. A free-of-charge meals at schools, hospitals.
  5. Regional factor for residing at a zone of ecologically adverse radiating risk with 30-50% of wages and pensions.
  6. Pensions beginning for: women-45, men of 50 years.
  7. High-grade material indemnification from the 40-year of nuclear tests and related loss of health.

From its part we invite you to participate in development of the International Law. We call for consolidation of forces and for aspirations of good will.

Active participation in medical protection of inhabitants of Semipalatinsk region is accepted by the Semipalatinsk Incorporated Association of Family Doctors which was created in 1997 and which is now the Republic Kazakhstan's the leader in priority development of the primary medico-sanitary help through institutes of Family doctors. The Mission of the Association is formation of physical and spiritual-moral health of the population, prevention of negative influence of the nuclear range on the health of people living in the given region, early diagnoses of tumoral diseases, active involvment of the population in questions of protection of their health. A strategic task of Association is development of the institute of family medicine and creation of a personal, state, and medical-professional joint liability for the health of the population.
